Brownsburg Town Council - $83M Budget Meeting

What happened at the Town Council Meeting
Agenda shuffle: Ordinance 2025-16 (zoning map amendment at 10310 & 10508 E. U.S. 136) was moved up, then continued to Oct. 9 at the developer’s request.
Minutes & bills: Minutes from Aug. 28 and Sept. 11 were approved. The claims/payroll docket from Sept. 11–25 totaled $1,632,136.49.
Annexation approved: Ordinance 2025-14 (voluntary annexation at 7575 N. CR 650 E) passed on third reading as amended (zoning section corrected to R1).
Tax abatement confirmed: Resolution 2025-16C for Trio World Corp personal property at 9822 E. CR 400 N was approved after a public hearing. The company plans about $40M in equipment, ~33 jobs in 2026 (avg. ~$25/hr), and ~65 jobs by 2030.
2026 budget—first reading: Ordinance 2025-15 advanced. Proposed budget totals $83,614,643. Staff highlighted population growth since 2020, inflation impacts, and a focus on infrastructure (interchange and Green Street corridor designs among the largest items). Town projects a lower tax rate, while noting levy mechanics, SB1 uncertainties, and this being the last year to request a 3-year growth levy appeal.
Department snapshots
Police: One resignation; a lateral hire has a conditional offer pending pension steps. With four officers still in field training, the department expects to return to 62 sworn once processes complete. Reminder: National Night Out with Fire Territory’s safety event at Arbuckle Acres, Tue., Oct. 7, 5 PM (food, activities, community booths).
Fire Territory: The ladder truck involved in a prior incident is a total loss (~$920K in damage); insurance negotiations continue. Six recruits start a joint academy Oct. 13 (Plainfield, Wayne Township, Speedway), graduating March. A paramedic conditional offer is pending; retirements will continue to affect staffing.
Water: Staff are exploring a promising well site and will coordinate property access and analysis.
Wastewater: April tornado repairs continue through insurance. Plant construction is underway; crews are removing/recycling metal components and staging work to keep operations stable. The Brownsburg biohazard team competes in Chicago this week. Countywide stormwater education session for HOAs drew ~50 attendees to clarify pond and BMP responsibilities.
Parks/Capital: Splash pad season ends this weekend; winterization follows. Year-end capital slate is leaner with most projects already completed.
Development—intro discussion (no vote)
A revised 10-acre mixed-use concept at 3080 N. SR 267 returned for introductory feedback: ~44 for-sale townhomes, retail/office (about 54,000 sq ft total), and ~55 apartments above ground-floor retail, including space designed to accommodate a ~30,000-sq-ft grocer and a drive-through end-cap.
The team outlined added access, drainage concepts (offering to route some neighbor stormwater to the site’s pond), and a potential bus-stop shelter inside the project. Townhomes are targeted at ~1,600–1,900 sq ft with surface parking (2 spaces/unit); stated price bands were upper-$200Ks and upper-$300Ks for larger units.
Council feedback emphasized keeping apartments at or under ~55–60 units and pursuing a quality grocer.
Public comments focused on document readability, process transparency, drainage/flooding, and neighborhood safety. Staff reiterated that this stage is advisory; formal filings proceed to the Plan Commission (with mailed notices) before any legislative decision returns to the Council.
Other citizen items
A resident flagged speed-limit inconsistencies on CR 300 N between Ronald Reagan Pkwy and SR 267; officials noted limits reflect functional classification and said the topic merits a consistency review.
