Indiana Proposes New Legislation to Protect Students with Disabilities in Schools

Indiana lawmakers have introduced legislation to address problems faced by students with disabilities, focusing on the use of restraint and seclusion in schools. House Bill 1073, proposed by Republican Rep. Becky Cash, is in response to findings that some schools inaccurately report restraint and isolation incidents and that state oversight is lacking. Cash, a parent of children with disabilities, was also motivated by a specific incident in a Brownsburg school.

The bill includes proposals for installing cameras in special education classrooms and other specified areas, requiring documentation and reporting of time-out incidents, and more frequent meetings of the Commission on Seclusion and Restraint. The goal is to minimize the use of time-outs, seclusion, and restraint in schools. The bill also suggests providing deescalation training to school employees.

Another bill, House Bill 1380, focuses on the process of resolving disputes over special education services. It proposes shifting the burden of proof from parents to schools in certain cases and prohibits schools from requiring non-disclosure agreements in settlement cases. The bill has faced opposition from major education associations but support from groups representing families and children with disabilities.

FBI Warns of Rising 'Sextortion' Scams Targeting Indiana Teens

The FBI is alerting people in Indiana about a serious and increasing threat known as "sextortion." This scam predominantly targets boys aged 14 to 17. It involves online predators using fake social media profiles to coerce kids into sharing sexually explicit content. Once the predators obtain these images, they demand payment, threatening to share the content with the victim's contacts. This often leads to panic and self-harm among the victims.
The FBI has noted a 20% increase in such cases over six months. They emphasize that victims should not be judged or blamed, but viewed as victims of sophisticated criminals. The FBI advises against complying with the extortion demands and stresses the importance of awareness and immediate reporting to law enforcement.

If you're a victim or know someone who is, contact the FBI at 1-800-CALL-FBI or online at tips.fbi.gov.
