Legislation to Install Cameras in Special Needs Classrooms Following Brownsburg School Incident

An Indiana legislator is proposing legislation for cameras in isolation and restraint rooms in schools following an incident where a non-verbal student was forced to eat his vomit in a Brownsburg elementary school.
HB 1073 would require schools to install cameras in special education classrooms, seclusion and time-out areas as well as sensory rooms. The cameras must be recording whenever these areas are in use, and footage would need to be stored for 60 days.

The incident, which was recorded but not immediately reported, has led to proposed legislation aiming to ensure safety and accountability in schools. This legislation would mandate camera installation in special needs rooms and require biannual reports to a state commission on instances of seclusion or restraint of special needs students.
State Representative Becky Cash (R-Zionsville), who authored the bill, believes it will protect both students and staff. However, the implementation cost is estimated at $85,000 per school, which could present financial challenges.
If legislators hesitate due to the projected cost of the bill for community schools, Cash would suggest a complete prohibition on seclusion. This approach has already been adopted in educational institutions across various states, such as Florida, Massachusetts, and Georgia, where the practice has been entirely eliminated.
