Brownsburg Town Council Deliberates on Major Housing Development - Sparking Community Debate

Opening of the Meeting: The meeting began with the Pledge of Allegiance and a moment of silence, followed by confirmation of the attendance of all five members of the Brownsburg Town Council.
Citizens' Comments: The floor was opened for comments related to the agenda for February 8, 2024. Emily Simmons and other residents expressed concerns about the proposed development at the Reserve at Ronald Reagan. Topics raised included the elimination of three-bedroom homes in the single-family attached area, potential impacts on the local school system due to an increase in the number of two-bedroom units, and how the development would manage aspects like policing family occupancy in units and ensuring garages are used for cars and not storage.
Development Proposal Details: The developer, represented by Steve Pittman, presented a detailed plan for the Reserve at Ronald Reagan, highlighting a mix of commercial and residential spaces, including a commitment to use cement fiber in construction, a reduction in the number of units from 320 to 275, and addressing concerns about parking and the use of garages. Pittman emphasized efforts to engage with the community and incorporate feedback into the development plan.
Council Members' Questions and Developer Responses: Council members raised questions about the specifics of the development, including the number of bedrooms in the apartments and single-family attached homes, parking arrangements, and the potential impact on local infrastructure and school systems. The developer responded by clarifying the planned mix of one and two-bedroom units, parking solutions, and the intention to provide high-quality housing options that cater to young professionals and empty nesters.
Discussion of Amendments to the Proposal: The council discussed potential amendments to the development proposal, focusing on limiting the number of bedrooms in certain units to address concerns about density and the impact on local schools and infrastructure.
Public Safety Concerns: The Brownsburg Police Chief expressed concerns about the impact of the development on local traffic and public safety, highlighting the need for careful consideration of infrastructure and traffic flow patterns.
Council's Decision and Next Steps: The council decided to move forward with the first reading of the ordinance related to the development, incorporating amendments based on the discussion. There was a consensus on the need to further review the number of units and their potential impact on the community.
Public Comments: Members of the public, including residents and the police chief, shared their perspectives on the development, raising concerns about traffic, public safety, and the need for more commercial development in the area.
Closing Remarks: The meeting concluded with an acknowledgment of the need for further discussion and refinement of the development plan to address the concerns raised by council members and the community.
Wrap Up -
The Brownsburg Town Council meeting on February 8, 2024, centered on the Reserve at Ronald Reagan development project, discussing its housing mix and impact on local infrastructure and the school system. Initial plans for 387 mixed-unit residences faced concerns about density and infrastructure strain. Following feedback, the developer proposed reducing the total units and adjusting the mix to fewer three-bedroom units to mitigate school enrollment increases. The project also includes amenities like trail connections and commercial spaces to benefit the community. Council opinions varied, reflecting the need to balance development with preserving the town's character and sustainable growth.
Conclusion - There needs to be further discussion and refinement of the development plan…to be continued.
