A Look At How Brownsburg Manages Stormwater

The stormwater program in Brownsburg focuses on managing both the quality and quantity of stormwater through public education, maintenance, inspections, and improvements to reduce pollution and comply with federal and state regulations.

Stormwater is defined as water from precipitation, either rain or melted snow, that does not infiltrate into the ground but instead flows over surfaces into storm drains, eventually reaching natural water bodies. As it travels, this runoff can collect pollutants, significantly impacting water quality. To mitigate these effects, regulatory bodies at both federal and state levels require Water Utilities to implement measures that reduce pollutant loads in waterways.

In this context, the Indiana Department of Environmental Management (IDEM) has recognized the Town of Brownsburg as a municipal separate storm sewer system (MS4), obligating it to adhere to specific regulatory requirements under the state-issued stormwater permit (INR040002). As part of its compliance efforts, Brownsburg has launched a comprehensive initiative aimed at curtailing stormwater pollution from urban runoff and enhancing the quality of water in local aquatic ecosystems. This entails the preparation and submission of annual reports to IDEM, detailing the implementation and outcomes of the MS4 program.

To further prevent stormwater pollution, several practices are recommended for residents. These include avoiding the disposal of grass clippings and leaves on pavements and streets, to prevent them from entering storm drains, and encouraging the redirection of mower discharges away from paved areas. Instead, yard debris should be managed in environmentally friendly ways, such as using them as natural fertilizer, composting, or utilizing designated recycling centers like the Hendricks County Solid Waste Management District's facility. Additionally, curbside recycling services provided by entities such as Waste Management Trash Service and Republic Services are available, promoting responsible waste management and recycling efforts.
