Brownsburg Fire Commission Approves New Pumper Truck Purchase, Medic Truck Fix and Discusses Aquiring Property

The Brownsburg Fire Territory Executive Commission covered administrative approvals to financial discussions and strategic planning for future services. Below is a summarized account of the key activities and discussions that took place during the meeting:

  • Opening Remarks and Acknowledgements:

    • The meeting opened with a moment of silence and the Pledge of Allegiance, recognizing thoughts, prayers, and the recent loss within the community.

  • Meeting Administration:

    • A quorum was established with the presence of three executive officers.

    • Approval of minutes from the previous meeting was discussed, with a correction noted regarding attorney Scott's participation. The corrected executive session memorandum and the regular meeting minutes were approved unanimously.

  • Financial Discussions:

    • The commission reviewed and approved expense reports totaling $154,079.26 for activities on February 20, 2024.

    • A discussion on the budget planning process mentioned a six-month review period to anticipate financial needs and adjustments before the final budget approval.

  • Equipment and Infrastructure:

    • Authorization for the purchase of a new pumper truck for $350,000, which was considered a cost-effective option compared to other quotes. The funds will also cover the necessary equipment for the pumper.

    • Approval of a project to update a reserve medic truck by installing a new chassis under an existing truck body, with a total cost of $220,000. This project was noted for its timeliness and efficiency compared to other bids.

  • Strategic and Development Planning:

    • Discussion on acquiring a property for strategic coverage reduction, with positive preliminary environmental and resource reports. The commission considered beginning the planning process for staffing and constructing a new fire station.

    • The fire territory celebrated achieving an ISO Class 1 rating again, acknowledging the efforts of the communication team and other departments for their contribution to this accomplishment.

  • Closing Remarks:

    • The commission expressed condolences for a community loss and highlighted the importance of supporting each other.

Hope Community Church in Brownsburg invites the community to its 10th annual Easter Egg Hunt. There will be 12,000 eggs! Preliminary work on the new BHS Tennis Courts has begun at the southwest corner of Odell St and Airport Rd.  Read below for more information about the tennis court relocation as well as an early notification about this summer's closure of Odell St.  The photos below highlight the progress being made on the BHS Pool, Fieldhouse, and Senior Academy.

IMPACTED PROGRAMS, SPACE, AND ACTIVITIES

  • The BHS Pool remains out of service – Athletics and Brownsburg Swim Club activities are being held off-campus

  • The Varsity Gymnasium is open but under a reduced occupancy capacity; the north auxiliary gymnasium is closed

  • Parking for events in the Varsity Gymnasium and Auditorium will continue to be at door #6 and in the softball lot across from door #1 & 15B

  • Occupancy limits are in place and actively monitored for all areas in the building north of the Commons

  • The Senior Academy is closed; all Senior Academy classes are being held in the main building

  • From June 10 - July 5, Odell St will be closed from Tilden Dr south to Pete Moore Drive (the entrance to the track and gravel parking lots.)  There will be no parking for anyone in the front lots of BHS during this closure.  Anyone entering BHS on the east side of the building (doors 1, 15a/b, 16) must park across Odell in the track and gravel lots and walk across Odell at the crosswalk to enter.  The only way to get to the parking area by car will be from the south, crossing over Sycamore Dr.  Anyone coming to BHS for camps and activities during this time will be given specific instructions regarding the appropriate entry door for their activity.  

BUILDING ACCESS
All building entries at the north end of the building remain closed, including doors 9, 11, 12, 14, and 15

STUDENT PARKING
No changes for quarter 4

VISITOR PARKING 
Visitor parking remains available in Lot 9 in front of the building near door 1 during the school day. Most after school events will utilize door #6 and parking in the bus lot off of Sycamore Dr.  There will be no parking in Lot 9 from June 10 - July 5. (see above)
 
STAFF PARKING

Phase 3:
What: Renovation of the Brownsburg High School Pool facility.
Why: The BHS pool, which opened in 2003, has been in need of significant renovations to the 20-year-old facility. The project includes expansion of the pool from eight to ten lanes, reconstruction of the locker room facilities, replacement of all pool filtration systems, and reconfiguration of the spectator seating area to expand capacity. Heating, cooling, dehumidification, air circulation, and air filtration systems are also being improved.  Expected to be completed October 2024.
 
Phase 4:
What: The renovation and expansion of the Senior Academy, and the Fieldhouse addition, will increase the number of teaching stations at Brownsburg High School by 25%, from 177 to 221, meeting the educational needs of a continually growing student enrollment. Renovation and expansion of the Senior Academy, which opened in 2009, will include replacement of heating and ventilating equipment, relocation of the main entry providing a better, more secure entry*, and replacement of the 14-year-old finishes and equipment in the building. A new kitchen and dining room* will be constructed to provide a better breakfast and lunch service to BHS seniors. The Fieldhouse* will include a multipurpose facility including an eight-lane indoor track and four basketball courts. Exterior work includes expanded student, staff, and visitor parking, and improved parent drop-off and pick-up lines.
Why: The Senior Academy has reached its enrollment capacity and is the last part of the HS to be renovated and expanded, creating a facility with an enrollment capacity of over 4,000 students in grades 9 through 12. Current parking and drop-off/pick-up facilities are also at capacity and require expansion and reconfiguration.  Expected to be completed in the winter of 2025-2026.

Phase 6:
What: The BHS tennis courts are being relocated to the open area in the southwest quadrant of the intersection of Odell Street and Airport Road. A total of 15 courts will be constructed completed this fall.
Why: The area currently occupied by the tennis courts is now under construction giving additional student and staff parking and space for an expanded parent drop-off/pick-up loop.  Work has begun and should be completed in the fall of 2024.  Photos of the new tennis courts below.

Phase 1 COMPLETE:
What: The county drainage ditch running across the north end of the Brownsburg High School site is being relocated and piped to allow for expanded parking, drives, and building additions. The large pile of earth at the corner of Odell and Tilden is a result of the trench being dug for the underground piping being installed; once the new pipe is operational, the stockpiled earth will be used to fill the old open ditch.
Why: The ditch, which is controlled by the Hendricks County Drainage Board and drains storm water from neighborhoods north and east of the High School, did not allow for future development of the High School in its previous location.  Expected to be completed late August 2023.

Phase 2 COMPLETE:
What: Replacement of the North P.E. Building.
Why: The existing north building, which was a metal β€œbarn” structure, is being replaced with a larger, more durably constructed building that will temporarily serve as locker room space for the varsity football team during construction of the Fieldhouse (see Phase 4) and will provide visitor locker, concession, and restroom facilities for the long term. The new building needed to be constructed in advance of the Senior Academy and Fieldhouse to provide continuity of services during that project.  Expected to be completed late August 2023.
